SQLite3 is permanent and will not go away nor cease to be updated and
supported.

SQLite4 is not a replacement for SQLite3.  SQLite4 is an experimental
alternative to SQLite3.

Compare the recent development activity on the SQLite3 and SQLite4
repositories at:

      http://www.sqlite.org/src4/timeline

Notice how SQLite3 is getting much more attention than SQLite4.
