Codepage ist 65001 (UTF-8), there already was a db called 103_Beethovenstra?e_Stammdaten.etv; trying to open it creates a new one called 103_Beethovenstra?e_Stammdaten.etv Other programs (we use Tcl and Java) have no problem with it.
