Aha!  I have tracked down the problem to an old experimental version of 
SQLObject that I had built that was being used.  With current trunk, it 
works fine.

Sorry to waste your time.

We really ought to ensure that SQLObject defaults to correct connection
settings for unicode -- the default still has length of 3 for the StringCol.
