Make sure the entire LMS program is running as Admin, not just Control
Panel.  Start > All Programs > LMS folder > LMS, right click & select
Run as Admin.
If that isn't the answer you may have had a Firewall or Anti-virus
update that is now blocking LMS.  Maybe try disabling both then boot up
LMS.
