There is a small chance that what I was doing, as well as the OP owner, lead to the problem: this is a big download (8.5MB) and when you ask for installation, LMS asks you to restart. Then, after clicking ok, I was immediately going to another cmd line window where I was restarting the LMS service and ended every time (10 times) with a partial download.
Yes, that's exactly the kind of problem I was referring to. I don't know why this only has come up recently, or how I missed it for years, as eg. Triode's Spotify plugin suffers from the same "issue". The prompt to restart LMS would be shown immediately. LMS doesn't wait for the plugin to be downloaded. I'll have to look into this.
