Don't put it there. It might be removed during the next LMS or plugin updated. Just store the mppdec in /usr/local/bin or /usr/bin.

which is one of the folders listed as Plugin Folders.  I did not see any
other folders which could refer to binaries; the other two are
Preference and Cache.

Ok, that line is a 7.9 feature. Sorry about the confusion.

Afterwards I tried with the other mppdec file from the same archive
which is just named mppdec (size 131396).  Same procedure, still no
success.

Once you've moved the file in place and applied the chmod, try to run it from the command line usring /usr/bin/mppdec (or wherever you stored it). Would it run?
