The binaries are for Linux; the archive is named
musepack_linux_sv7.tar.gz.  It doesn’t indicate whether this is x86 or
ARM.  I have not found any binaries specifically for ARM at
Musepack.net

I bet those binaries are x86 (or i386) only. When they were built, ARM CPUs weren't nearly as popular and omnipresent as they are today. Actually they were rather exotic.

Would switching to LMS 7.9 solve my problem?

No. If there are no ARM builds for mpp, then you're lost. Unless you decide to bite the bullet and say goodbye to Musepack.

I am definitely not going to rip anything to MPC.  My favorite lossy
format is now Ogg Vorbis.  However, I still have 1000 audio files in
Musepack from my pre-LMS period.

I'm sure there are tools to mass-convert those files.
