What specifically should not be that way?

Maybe I should add more detail.
I guess the simple way of describing things is, I expect, when player A
is synced to player B, regardless of the state of Player B (on/off),
that play back on player A should follow the synced clients playlist,
not it's own.  

I have confirmed this as well in the web UI.  If I go in and make sure
my Boom is displayed, I add a bunch of songs, the playlist is correctly
updated (I have a putty session open on the /prefs folder to make sure
of timestamps).  Then I choose the Radio from the player control
drop-down.  I add another album, only the radios playlist is updated,
not the synced one (which is what I would expect when it's in synced
mode).

Or have I misunderstood the syncing philosophy?

BTW, not running any sync plugins that I know of, just the built in
stuff in SBS.
