Yes, it's the same issue and only on Windows. I went through the perl code and it's in there, not LMS per se. I didn't find any non-LMS bug reports for perl on Windows (I tried both Active State and Strawberry Perl ports) but I have not yet had time to see if the later perl releases address this - they cannot be just dropped into LMS even if they do.
