I think that when I closed Vivaldi whilst a Settings window was on display, on re-starting it Vivaldi was restoring that Settings window on the first page and somehow entering Enter, triggering a rescan. Very strange.
The rescan parameter might be part of the URL for the page shown. If Vivaldi tries to restore the exact state as before, it would try to re-load this very URL, which would trigger the scan. I think I vaguely remember a similar behaviour with Opera - which was the browser the Vivaldi makers did previously.
