The problem is you can't really do that well from outside the server.
If the playlist is shuffled you can't do it at all ("insert" can) and if
we are talking about an album etc. you might not know how many tracks
are added and what exactly to move around.
You got a point there. It's easier when it's closer to the core
functionality. And yes, I think most of this already is taken care off
in the playlist management code. I haven't done any tests/coding on this
yet, but from a quick look I fear the most work will be in adding the
parameter too all possible entry points (CLI commands), and to make sure
the parameter is passed along as one command calls the other etc.
