remote library and restart 7.9.1, before reinstalling 7.9.0?
No, manually delete the files from your disk.
Also, is there somewhere where I can get a more recent build of 7.9.0 to
try?
There's the released 7.9.0:

But that's so much more recent than your build, and much closer to 7.9.1
anyway, that I would expect it to behave more like 7.9.1 than your copy
of 7.9.0.
