I have recently upgraded to LMS 7.9.1 and I also have this problem with the Logitech Tidal plugin. It is only streaming mp3 for albums and tracks that I know are FLAC files (I have played them before as FLAC in LMS 7.8) I have had a HIFI subscription for a year now. I have set the quality to FLAC / MP3 in the tidal plugin and have LMS set to "Unlimited".
