Okay, so I installed the server software on my Synology NAS. It's a different version from the one I was running on my Ubuntu server. NAS version is 7.7.6 while Ubuntu 7.9.2 153359127. Problem was reproduced.
I'm now eliminating the server as the root cause for the time being as I'm sure I've been running version between these two before with no issues. Another idea I have is to install the server on a computer connected to a VPN proxy so that I can see if the geographic region we're streaming from makes a difference. I notice this mostly on the TWiT network. I wonder if their CDN (I think they use CacheFly) is the root.
