What are you running 7.9.1 on and what browser are you accessing the server with?
I too am running 7.9.1 on Windows Home Server 2011, accessing via Edge on Win10 Pro 1803 and the Plugin tab is working fine in this configuration. Also have 7.9.1 installed on the Win10 Pro 1803 machine and again using Edge the Plugin tab is working fine. Tested accessing both these servers using Chrome and IE and Plugins shows fine in both browsers.
