There must be some reason why a Database Optimize step is done -
otherwise why include it?

Yes, there is. But it's not always necessary. When you do a lot of changes (eg. new scan), then it's worth optimizing the database. If you're dealing with a few changes only (only a few new tracks or albums), then it's not really needed. It should always be run when you do a full wipe & rescan.

So I consider the fact that It's stopped doing it as a problem - is it?

I'd say no.
