It uses SOX for upsampling but when rates match, it's bypassed. The filter rules are default SOX rules, they can be altered using <resample_options> parameter in the xml. I've put that but never tested it, candidly. I'm a digital signal processing/telecom engineer myself, but not an audiophile and that background pushes me for simple choices: there are many lower quality elements in my audio system that are an order of importance more influencial on SQ than tweaking SOX sampling rules, unless I want to color the sound in a particular way.
