One circumstance known to me: LMS will purge stale entries from the
ImageProxy database cache on start up. If that has, for some reason,
grown very large, then access to the web interface, and the server
generally, can freeze. But other things might do that on start up, as
well.

Wild thought: Might it be worth 'cleaning' the cache folder in case
there is some strange corruption going on ? I don't know where this is
done on the Windows version of LMS, but there may be an option on the
LMS Windows launcher application.

I can't really relate this to the problems you have, but it may be worth
trying.
