I think you've done too many things. I'd suggest you uninstall Perl (and 
only Perl). Then you install 5.14, update IO::Socket::SSL ONLY, and give 
it a spin. I've been running LMS on Windows using this package forever 
(for dev purposes only). It should really be easy.
