You should uninstall the package providing
/usr/lib/perl5/5.30/site_perl/Image/Scale.so
Run:
pacman -Qo /usr/lib/perl5/5.30/site_perl/Image/Scale.so
to check

Well spotted. In theory, this shouldn't matter (my installation uses
Image::Scale 0.14 with the same entry):

TBH, I'm not really familiar with Arch. Is the LMS package you are
installing from the AUR / a PKGBUILD ?
If yes, it will be build on your local machine, and therefore will not
be affected by any perl incompatibilities mentioned in other posts in
this thread.
