I do generate my playlists using LMS. I find LMS to be pretty easy for
generating playlists. I then use the SPFLite2 editor (This is free) to
remove the #EXTINF and #EXTURL lines and then to change the absolute to
relative file locations. This editor can do many mass changes from its
command line, takes about 8 commands to do my modifications regardless
of the size of my playlists.

Here's an example of the commands once the playlist has been opened in
this editor;

X all            - this hides all lines in the playlist
F "#EXTURL" all           - This will cause all the #EXTURL lines to be
displayed
DEL NX all                 - This deletes all the displayed lines
F "#EXTINF" all            - This displays all the #EXTINF lines
DEL NX all                 - Deletes all the displayed lines
RES                          - This resets so all the non-deleted lines
are displayed.
C "D:\Music" "" all     - This is a Change command that removes the
drive\folder from the beginning of the file lines
SAVE

That's it, the playlist has now been converted from absolute to relative
file locations.
