Can I use the free community edition, or no?

I don't think there never has been a community edition of the Perl Development Kit. And ActiveState actually recommends not to use it any more for security reasons...

But you can still run the source code using ActivePerl 5.14 - ping me if you can't find a download. This will not allow you to "compile" (bundle) the code to one self-contained binary. But it allows you to run your own modified version of LMS.
