For any future readers:
I eventually wanted to remote control the stream via my phone so I started a Wireguard VPN on a Raspberry Pi: https://www.sigmdel.ca/michel/ha/wireguard/wireguard_02_en.html That was simpler and more effective than I'd figured. Works very well. Wouldn't recommend it to total Linux newbies exactly, though that guide is pretty comprehensive. The Pi also handles the icecast stream via Squeezelite playing to an ALSA loopback. I didn't have any issues in Windows with the virtual cable, but it's nice to have all that business handled by a headless Pi instead.
