Thank you both for your help. Installed v 8.0 and all seems well.
I now also see that I should have read the thread, '8.0 Repository Problems' and I would have seen my exact problem. I usually do read all the threads, but hadn't looked at that one since I was not contemplating updating at this time. I can only guess that in the intervening months or so that some Win 10 update came along and affected LMS. Since I wasn't using the Win 10 LMS server for a while, I didn't notice until after the fact. Thanks, Mircrosoft for your always untimely and undependable updates!
