This time it is not MS to blame. 
The root cause is two issues colliding.
https is becoming a requirement of most internet services- some
operators turning it on unannounced overnight.  Furthermore often it has
to be "modern" https usually often TLS 1.2 and higher.
Activestate have stopped supporting the Perl packaging used for the
Windows LMS and so support libraries are getting out of date (i.e.
supplied SSL/TLS librarier are now too old).
It took a while but Ralphy put in a lot of effort and managed to build
up to date SSL/TLS libraries which seem to work and these have only just
been included recently in latest 8.0.0  (and possibly 7.9.4 ).
