LMS was working for me on Catalina, and I do have Perl provided full disk access in the security settings. Something blocked disk access when I upgraded to Big Sur from Catalina. I see a section in security for "Media and Apple Music" that reads "Apps that have requested access to Apple Music, your music and video activity, and your media library appear here."
Hmm... do you get any particular error in scanner.log when trying to scan? Can you try to add perl5.18 to the whitelist, too?
