Yes Music IP is running before starting LMS. I should have mentioned that as I did know that it matters.
If it helps, Music IP was installed and running before LMS was installed in the case of the Mojave setup. In the El Capitan setup, Music IP was also already running during the upgrade from 7.9.3 to 8.0.0. ItÂs probably obvious but the Mojave setup is replacing the ancient El Capitan setup (which was working fine until the TLS deprecation and could no longer reach the repositories.)
