In the end it was much easier than I thought :-). Weird, I thought I had tried this previously, but must have gotten something wrong.
Still just using the Container Station GUI - I created a new container from the image, this time in the "Advanced Settings" section, I added a new environment variable "TZ" with the value of "Canada/Pacific" and all was good. It now reports the correct time & timezone.
