Yesterday before posting I went through a bunch of files and the only one that made sense to hold that setting was the server preferences file.
I can not find a line in that file relevant to switch on/off that setting unless is called something different. I just don't want to reinstall the server again. I usually make a copy of a file that holds information that I am modifying but in this case I did not know.
