So I think I may have tracked down the reason it crashes for me (and not for others).
The problem seems to be that I have my code page set to UTF-8 following this procedure > Change Windows to the UTF-8 locale. To do this go to the Control Panel > > "Change date, time or number formats" > Administrative tab and then the > "Change system locale ..." button. In there you check the "Beta: Use > Unicode UTF-8 for worldwide language support" box and press OK. Revert that setting and it runs fine. When the OS is set to UTF-8 then the Control Panel gets as far as the splash screen but then silently crashes.
