Since it turns out I don't need the Control Panel then I'll keep my Windows set to UTF-8 but hopefully this report will help others or even lead to a fix.I felt obliged to try this and I see the same behaviour.
If you started the panel from the command line, would you get to see any error? Or in the event log?
