I got it to work... by happenstance.
I tried the suggestions above (thank you, both), but they didn't work for me. In the meantime, my hard drive crashed. Once I was back up & running with a new drive, I reinstalled Windows 10, reinstalled LMS 8.2.1, and voila!... the library scanned.
