Ok, that makes the difference: with the firewall up I'd be able to run LMS once from my dev folder, then would have to reboot the machine. With firewall off, no such issue.

Now even more interesting: if I first add the shipped version to the firewall allow list, then start, I'm fine. If I do the same with a copy in my dev or downloads folder, then even the allow list wouldn't help. If that was reproducible, then we could live with that. But I better figure out how to automate the firewall configuration bit.
