I think that's for Erland's plugins, and it is no longer needed. Erland's plugins are no longer supported, but some still work, presumably without the license manager, since they are now free. Usually running latest beta LMS nightly on Raspberry Pi OS with virtual players (Squeezelite and Airplay bridge).
