Have you created a login and password at xmradio.com ?  You'll need to
do that first so you can access it over the internet on your computer. 
Then make sure the pluging shows up in the settings/plugin section of
SC.  If it's there then you can put your login and password there. If
not make sure that you are using the 2.0 plugin and have it in the
right directory/folder. /program
files/squeezecenter/server/plugins/xmradio would be the default folder
on XP.  Good luck, it should work if you do this right.
