If you go to the plugin area of the forums and search for wave input, I think you'll find what you want. I want to say the delay is 1-2 seconds, but that is just a guess, I didn't try it to check.
"Bitrate limit" is beyond my ability, someone else will have to comment. I did notice someone (in the old and cold part of this thread) commenting about sound quality. I don't know what rate they use to stream. I did buy some concerts from them, they were MP3 files at 256K.
