70% Signal 1 foot away is not normal. Were is your WLAN router located,
can you move it a little bit? A few inches can make a big difference.
Is it placed on a metal surface or any metal, machines, microwave oven
nearby? Try also to change the WLAN channel, you can use 1, 6 or 11.

Which signal strengh do you have between your WLAN router and the
Airport? I guess 70% are measured to the SB3. Extending the range with
a WDS router (the Airport) will also significant reduce the bandwith.

You have 70% signal from the Airport to the SB3 from another room and
you get the same result only 1 foot away from your WLAN router ...
hmmmmmm ... I would try to test with the Airport as the WLAN router.
