I don't believe so as this would involve the BBC adding another format to store and convert programs. As a poor alternative, many programs are available on podcast http://www.bbc.co.uk/radio/opml/bbc_podcast_opml.opml
The availability of WMA streams international is not all good. For budgetary reasons the BBC have reduced the bitrate of all live RealAudio and WMA streams from 64kb/sec to 48kbit/sec and in some cases more Radio5Live is now 32kbit/sec mono from 64kbits/sec stereo.
