Most geographic limitations of internet music derive from licensing restrictions and differences from country to country, certainly not from censorship. I know that there have long been a variety of media restrictions in place to protect Canadian culture from being overwhelmed by your southern neighbor ;-). I don't know if this is that or not, but I would bet not.
