Could well be. If your service has a cap or limit on mb/gb usage then your ISP may be throttling back your downloads. If you notice much better performance immediately after your billing cycle ends then that would be a good indicator of such limits. But it could be a number of things. MySB issues? WiFi issues? Try rebooting your entire network including router? I'd still email support with your make & model & MAC address. It is very strange your MySB login does not function correctly.
