This could be part of the problem: http://throttling-isp.articles.r-tt.com/ Depending on the time of day and how much internet traffic there is. Maybe when you reboot, modems and router you end up associating with different internet devices sometimes that route you via different paths/pipes. Maybe it's strictly protocol based but it could also be public IP based and residential account using too much bandwidth might get throttle down. That could be causing the buffering issues and maybe if too many TCP packets are dropped the UDP stream is stopped.
