You don't have things like "fair use" in the EU, for example and you have all these rights management associations... not every place may be as bas as Germany but the US was definitely not among the worst. One problem in this area is how usually foreign trade negotiations work. All countries - including the US - tend to invite their own industries' lobbyists to consult with trade policy topics meaning these lobbyists have a big influence on the proposals. Due to this these proposals often go far beyond what industry lobbies can achieve domestically because there they have strong consumer opposition.
