This message is usually indicative of a problem with https. A number of users of the Windows version of LMS has problems (maybe resolved with recent test version) with https and support of latest TLS version. IIRC I have seen 2 other instance of https related problems (one was not a Windows system) where LMS hangs or make CPU very busy for brief periods - this could explain your occasional "stuttering".
