This is due to a "bad" commit message in revision 1.41 confusing cvsweb on this file. There has been plenty of changes in acl.c as can be seen if you use "cvs log -rSQUID_2_5 src/acl.c".
I never got a commit message for Guido's changes you commented on either..
He wasn't subscribed to the squid-cvs mailinglist so his commit messages were rejected..
I'll attach a patch to the bugzilla entry which fixes a typo and IMHO makes the explanation slightly clearer..
