Isn't these parameters in the registry on Windows which means no

On Window 2000 and later the machine DNS domain is always
automatically defined in the registry when the machine is an AD
domain member, so when using a search list both are always defined,
but only the search list is used (according to the Windows documentation ....).

I think the comment above specifies the correct behavior, the admin
SHOULD only specify one of domain/search and at most once. If both is
specified, or specified multiple times the result may be implementation
dependent.
Yes, it seems a consistent behaviour.
