Good question. There is no isolated changesets for this. It's part of
the rproxy merge, where the Squid-3 forward port did not have these
features as this feature was not cleared for release at the time the
squid-3 port was made.

There has also been a number of bugfixes to the monitor function after
it got included in squid-2.

But it's pretty isolated in peer_monitor.c, with only a little glue to
allow easy invocation of peer directed requests and configuration
parsing.

From the same rproxy merge is also the peer_userhash.c and
peer_sourcehash.c peer selection models, also missing in squid-3.

We've just had someone else looking for those in 3.0 too..

So the plan of attack appears to be; copy the missing peer_*.* files as-is to 3-HEAD and then locate what the API are and how its being used in 2.x for same usage in 3.x?
