When you write the script, make sure that you generate Last-Modified, 
Expires and Cache-Control: Max-Age headers, as appropriate.

If you mean other people's CGI scripts, complain to them when they do 
not do the above on scripts producing logically cacheable output, 
explaining why their failure will hurt them financially (they won't 
care if it only hurts you financially).

Failing that, if you hold a monopoly on web services and have blocked 
port 80, port 8080, port 3128 and any other likely cache server port, 
at the border of your network, tell your users that you are operating 
a broken cache and modify the source code.

I think you are seeking technical solutions for a problem that really 
amounts to a combination of ignorance and that you are not in a 
market of interest to the content providers.
