You may need to run "make distclean" or remove config.cache to reset configures opinion on the state of your system when changing configure parameters or adding/removing dependent system components such as OpenSSL.
With these header locations you should either not specify a argument to --with-openssl (or not specify the option at all), or use --with-openssl=/usr/local/src/openssl-0.9.7 --with-openssl=/usr/include/openssl is NOT correct.
