Use cachemgr.cgi and check available file descriptors, the maximum hard coded in MSVCRT is 2048, You should never reach 1800 - 1900.

I have attached the cache.log from between the last couple of restarts.

Sorry I'm still learning how some of this works as I inherited this setup.
