What kind of impact would I see with the default setting? Would changing it to off increase performance?

For Trend Micro AV proxy server you need "server_persistent_connections off" in squid.conf to work around bugs in the Trend proxy. This is also true for many other such "simple" proxy servers designed with other functions than proxying as their primary goal..
